Brouwer graduated from Hope College in 1956 and from Western Theological Seminary in 1959. He served as General Secretary of the Reformed Church in America from 1977-1983 and as General Secretary of the National Council of Churches in Christ from 1985-1989. Brouwer died of cancer in 1993.
